Yeah the Pantheon is generally the weakest part of the game. There are a few rewards that are worth unlocking like the various society traits, but aside from that it's mostly just some weapon skins and flag icons. At least they did add some new features for rulers stored in the Pantheon a while back, but it's still a really undercooked aspect of the game.
