Assuming that's true, your solution is to make life precarious enough that you're encouraged to have lots of kids in case most of them die from disease/starvation/predators? Seems bad.
Maybe instead, we could get rid of the parasitic owner class that demands a 40+ hour work week that's unnecessary for sustaining society. Then people who actually want kids would be more incentivized to have them, seeing as they would have time to raise them properly.
