The incentive to have kids is no longer tied to money, that is the problem. In the effort to kill monarchies and aristocrats inheritance is taxed, there is no point in having kids to inherit your things.
Ironically, the only time the world managed to buck the trend is during lockdown where work-from-home and constant dread for the future led to a noticeable increase in births globally. It shows that people will have more kids if they just have more time at home instead of work.
