They try to keep up when they have time after a stream ends, there's usually no announcement for that, it just happens, so the only time you know it'll be read soon after you send it is when they're reading SCs for the current stream
The dedicated superchat streams are only for when things get out of hand and they have hours of SC readings to catch up on due to an extra busy period
