It's been low recently because of the cull, same as everyone else. Adjust it up by 30-40% and that's probably her 'real' ccv... or just use likes as a stand-in. CCV is supposed to be higher than likes, while the stream is still live anyway.
A lot of vt/tower naplings definitely left after the drop; just think of the kind of fans those of us here typically are, and you can understand why this revelation would not resonate particularly well. For our portion of the vtuber fanbase, Nimi explicitly made herself and her fans into pariahs. If you really are a fan, you either need to make peace with this and and basically never leave /uuu/ if you don't want to see her shit on constantly by everyone, or cut your ties and move on.

She's still got good enough numbers to make a career out of it, if she can maintain it. But who's to say whether or not it will continue to decline in the long term, or whether those that remain will be willing to spend on her now what they were willing to spend before the drop. The complete stalling of her sub growth is not a good sign, either; again, this won't matter much in the short term, but over years she might find herself unable to replace any dedicated fans that leave for whatever reasons.
tl;dr things might not look so bad right now but history has shown that this kind of announcement typically ends with obscurity eventually
