They are human concepts used to help categorize the world around us. They do not actually exist. There are people who commit evil acts, but no person is good or evil. The perception of good or evil is also subject to the the perspective of the witness. When the bombs were dropped on Japan, Americans rejoiced for the good of ending the war. Japanese recoiled in horror at the most evil weapon they had ever seen being unleashed upon them. Americans were horrified by the evil of suicide attacks by Japans pilots, but Japan revered these men as hero's, their families going so far as to commit suicide along side them being assigned to the mission to free them from the regret of leaving them behind.
