The truth is that yes, Japs don't hit like as often as we can see with HoloJP, but it's not literally 1/10th as often.
When nijis with 2-4k CCV are beating kuzuha/fuwa/kanae/whatever "top" niji homo in likes and comments, then clearly something's up.
There's nothing wrong with using it as a metric when you use it along with other metrics like CCV, chats/min+total chats, VOD comments, etc.
