The majority of the older gens have moved to Japan. Frankly when you're in Japan as much as Ina and Kiara are, where they're there more months out of the year than not, they might as well be considered permanent residents, but I'll leave them out. Raora lives in Japan. All it takes now is for one more Justice member to move and that's total majority.
