most creators have at least a couple of artist friends they've worked with and a lot of artists started doing vtubing because 1) it's a natural choice if they like to stream artwork and 2) artists usually pick a character or mascot to represent themselves anyway. there are also creators who started doing vtubing as they've gotten older and like streaming but decided they don't like being on camera that much anymore, dodger is a good example
