I can answer both of these: the two quitters all but confirmed that their stuff got fast tracked because "the other boys sacrificed stuff for us" aka Altare and Axel passed on updates/accessories/maybe even outfits for themselves so the 2 retards could get updates.
- Magni getting his 1.5 lines up with eating all the budget set aside for updates and accessories. Altare and Axel didn't receive either of those things for their base models until late Dec. 2023 and Jan. 2024 respectively.
- Vesper is a case where it would've been a future problem: his original mama went completely AWOL right after his debut. Like I went and checked recently and her Twitter hasn't updated since July 2022. Cover probably figured it was better just giving him a new model, and since those 4 didn't get outfits their first year (which was a departure from back then where most gens got some kind of group outfit before the end of their 1st year), it probably ate their budget up to get a new model for him.
