Vtubing is a particularly difficult community to pull this on because fans can express their interest in a particularly fine-grained manner, all the metrics are visible, and the content is made by independent contractors. Cover couldn't force holostars into EVERY stream on EVERY channel, so fans just went where they weren't and talents freely decided not to pursue it.
