IMO since this applies to Holo and other JP corpos with EN branches too it's less about culture more that outside of Japan for whatever reason streamers think streaming should be their only job while in Japan they tend to see it as a side hustle while holding down a real job.
This means they quit when they feel like they're not gonna make enough to retire.
