It all depends on contractual negotiations. If you're a small wittle baby composer, Cover might strongarm you into giving full perms to Cover, or they might pay you a fee for the perms, on other cases they split the revenue 50/50 so perms are joint Cover-Composer, and in other cases the perms are fully the composers' but the contract states that Cover gets a majority of the revenue, blah blah blah.
The music industry is a zoo and no two contracts are the same.
