There's varying skill levels of a MD.
Fresh new doctors like this guy are called a general practitioner at least in the US.
Which means that he can technically has the skills to diagnose, treat most common diseases. But they generally doesnt have the skills to treat life threatening, complex diseases. This guy probably doesnt know what to do when theres a patient about to die right in front of him.
