The thing with hand drawn animation is that you can't cut corners. You either go all out with an at least somewhat expensive production or it looks like ass. This is why most cartoons back then were 5-10 minute shorts.
Digital animation can sit in this gay middle ground where it looks "acceptable" (by modern standards anyway). It reflects the laziness of the artists really.
