Where exactly? I never encountered that on Windows 10. I had mojibake in some RPG Maker games, but that was resolved by the non unicode locale.
The other issue I had was with old programs that had JP text being replaced by ? and the only way to solve it was to set the actual locale to JP, as in the date, time, calendar, etc.
