The process required to "join" also weeds out rule-breakers. You dont seek them out. They seek you out. They ask you to do something shitty. You do it. They ask you to do something shittier. You do it and you advance up the ranks. You have to be a shit human being to begin with and to advance you literally need to become a child murderer/rapist, often times sacrificing your own children to join the club as a loyalty test. These kind of people are not going to be whistle-blowers.
