Perfection is eternal, unchanging, and boring. No growth is possible if something is perfect. There was an episode of ST:TNG that showed the place the "Q" people come from was like an old run down boring town. You can't have change if it's already perfect. Perfection sounds stale and boring to me.

I've read different opinions on The Fall of the angels and I wonder if Satan or whatever offered them freedom. Supposedly if you dig into angel lore, God has got those things on lock down and they have very little free will if any at all; nothing like what humans have. If something came along and offered freedom, maybe some of the angels wanted it?
