you can do that for free though i dont reccommend it + small boards are pretty much spyware and full of pedophiles sharing viruses and website links
you would be obligated to scrape a ton of data from posters for like legal ethical reasons
and i gave up trying to intergrate 3rd party image hosting to save space on the free server

i was thinking of having a super mario world forest of illusion theme for esforest. i think it would work well because yosho of course. maybe a yoshis island underground theme too just because its so pretty
there would be lots more fortunes and id probably add a bunch of gimmicks and stuff in the options field based on what peopel want. some cool stuff related to dubs posts would be essential!

the thing with the database is you can make the website log a ton of extra information from posters like device and browser info you could hide extra tools for tracking anything and they wouldnt find it in the website inspector the same as they wouldnt find passwords and encryption hashes because the nature of .php is that the script produces the web page into your browser as an html
whereas if you wrote the website in html with links to java or python scripts in the directory you need to make extra steps to keep that sort of data from being accessable
