if ofcom wanted to use it's authority to actually do what they claim they're doing...

they'd mandate all mobile devices come with whitelisting functions built in as OEM to make any device "kid safe"
they could take it a step further and mandate all ISP's offer pre-filtered internet for minors.
but they really don't care about kids.
