i want to start lifting weights but i dont think i can afford transportation (scooter) supplements and a gym membership as well as a good diet (bulking).
this makes me sad.

You don't need to go to a gym. There are heavy objects everywhere. You could pick up some stones or try to lift a car and its free.

ask your neighbors for their empty gallon jugs; fill the jugs with water; lift the jugs. beans are a good source of protein and if you buy them dry they're very cheap

you should focus on easier upper body exercises like push ups for a little bit. when you're able to do a number of push ups comfortably, you'll probably be strong enough to do a pull up or two. it's all about incremental progress
