so this dude goes on a rampage to eliminate replicants, who all display intense humanity and emotional response (more so than the killer who is supposed to be human). The killer also acts bizarrely and gets irrationally angry at times. At the end his boss says that he has done "a man's job" after he literally just went on a murderous spree.

It is based on an even more bizarre book called Do Androids Dream of Electric Sheep.
The replicants are made to have a short lifespan so they don't start thinking for themselves or having emotions develope that will make them hard to control. The group in the movie came back to earth because they figured that out and wanted to find the person who created them to see if he can extend their lives. One underlying but not clearly stated theme is that the bladerunner/killer himself might be a replicant. There is a lot that is going on in that movie that is not clearly stated which is why it didn't do well at the box office. It is quite dense with multiple layers of meaning.

It's both. The original US release with some narration gives it an easier level to experience it from. But overall it isn't a low IQ action flick.

She does, and I know this because she is the Higher Power of my understanding.
