The loss of life would be insignificant to China overall but the loss of productive capability would be devastating. Once recover happened, most of humanity would demand the death of those responsible for it happening and the complete elimination of whatever government ordered it. People still complain about the tens of thousands killed by that atomic bombs at the end of WWII. Intentionally blowing up the Three Gorges Dam would kill millions, almost all of whom would be civilians. China could recover from this but whoever did it would not. It's the level of mass casualty event that would easily justify the use of nuclear weapons.
