Potentially, unless a stalemate situation at the Eastern front would have resulted in too many resource and manufacturing constraints. Then again, the Reich in a nuclear arms race with the US (assuming they retain Airstrip One in this scenario) would have quickly led to the development of ballistic missiles, perhaps at first submarine launched given that they played with that concept already ...

Unlikely. You didn't assume there would be peace, so then it would have to be 10 more years of WWII, where rocket science would not focus on space war but more V2 bombs instead.
