Not really. As a matter of fact, most people just follow the orders from superior and report the results back to keep their job. The superiors have their own superiors and it moves all the way to the handful committee at the top who decide what to do. Even if someone spill the beans, they'd be out of consensus and labelled as crackpots to easily discredit them. So the higher ups aren't really concerned about the handful of outliers.

Not for medicine. You just have to say that you need a clinical trial to prove that something is safe and effective in order to not go to jail if a doctor prescribes it.

This automatically excludes every substance that is cheap and can't be patented, because no one can afford the 10s of millions of dollars to prove that it's safe.

i completely understand why people would think but from a logistics perspective, and a business perspective, it is completely full of holes.
not going to spend the time to explan but anyone with an MBA and patience could easily illustrate how faulty the concept is -- the problem is that a lot of people who believe in this idea won't believe anything that disproves it.
