Unless aliens show up tomorrow and hand us magic no. Even if we (and by we I mean the Chinese) get to Mars by the end of the century and even if we have a fairly robust base there, it wouldn't under any circumstances count as a "colony", like not even the antarctica base is feasible during this century and even that isn't a real community that could sustain itself

Try actually looking up the info.
China is the ONLY country that is going to have a Lunar base, and pretty soon too (2035). USA will probably never bother with a lunar base given its increased isolationist tendencies and waning economic power. Even then, China will never colonize Mars, it will never be colonized by humans. There's zero point. Maybe it'll get turned into an AI supercomputer in the far future idk.
