The accusation is very simple, but the analogy is hasty. The vaccine cult are not the people subject to the cult, but the administrators of it. The general populace is not even properly brainwashed as a traditional cult does it.
It would be better to call it corruption, bureaucratic malfeasance, derogation of duty, and terms of this nature. While it isn't wrong, the sentiment misses the mark in being metaphorical when such language is plainly unnecessary and detracts from the solution.
