The best answer I can give is the fact of what we see in terms of intelligence distribution in men vs women (image attached). Women's genetic composition tends to be composed of safer bets (as they are the carriers of life, they need to have more stable conditions overall. This is just how evolution turned out). As such, they are more likely to posess relatively average IQ. Men, on the other hand, are those who must provide and excel and make real ground in providing resources by whatever difficult or unconventional means necessary, exploring, taking risk, etc, so their genetic composition tends to be riskier (again, that's just what evolution decided on). As such, you see many more mentally retarded men than mentally retarded women, but also more genius men than genius women.
This explains why the typical assembly line for intellectual refinement and skill-acquisition has more women than men, because more women are within the intellectual scope to attend college and university to begin with. However, given the riskier genetic profile of men overall, while there are much more retarded men than retarded women, it is also the men that make up the other end of the bellcurve and disproportionately make up geniuses.

However, they are simply measuring the average which, yes, comes out to be about the same.
