you would have to wait for the mother fucker to get in position. It would take just a few hours for one to go from geo to sea level. They would need rocket guidance but still, you could cover half the planet with one satellite.

This works and also doesn't work. You spend a lot of energy loading them. On top of that, people watching your launches are like

This weapon is much scarier in a space mining age.
Politically speaking, I would argue that each nation should be permitted to have one of these in space at our current paradigm. Like a fuck you button with the resulting judgement of the world keeping them in check. A sword of demascus hanging over a communities of peoples.
A single nuke would do the same, but there is not very effective(any?) means to ensure a country only gets one nuke, meanwhile a launch into space is significantly easier to monitor.
