it's already possible since human cloning is possible and gene editing is possible. If you were legally allowed to, you could make a smarter version of yourself by cloning yourself and editing specific genes that are linked to intelligence. You could even add random genes and artificially select the clones that are smarter.

In order to do this you only have to build something that is capable of building a smarter version of itself from scratch. Then it will just recursively self improve until it's smarter than you.
