Imagine if you could go to the doctor and tailor your offspring to have the optimal skin color for the latitude he would be living in.
Dark skin near the equator for sun protection.
Light skin at higher latitudes for Vitamin D production.

It's more about ego and nepotism.
We've never been able to do eugenic properly, or humanely, or even legitimately, because it's always devolved to either: killing and/or *sterilizing a bunch of people, or a small group of "self elected" individuals monopolizing **breeding.
*Alberta had a eugenic program like a 100 years ago and they started with people with mental disabilities, not all of which were hereditary. After maybe a decade they were trying to find excuses to sterilize alcoholics, protestants, the homeless, etc.
**California, at one point, had several "genius sperm banks" that advertised sperm donations from people with +120 iq's to breed smart babies. The sperm was coming from less than 4 people and they were all the owners of the business.

At really high latitudes like Alaska, even pale apes need to supplement Vitamin D.
Alaska Natives are hyperadapted to their fish diet for Vitamin D, lessening skin requirements. Also they need to eat whales and are legally allowed to practice whaling.

You can conceptualize eugenics as bow and arrow in medieval warfare. First, there is a strong taboo against it due to the aesthetic sensibilities of the ruling class, but once 1 country starts, every other country will be forced to do it too.

If you want to get technical, it cured Sickle Cell Anemia. If you move past executing/sterilizing people, and into just improving the genetics of living people, it shouldn't be too problematic.

Why are the UV-absorbing chemicals in the skin black?
Sun cream isn’t black, yet it protects very well against UV. Therefore UV-absorbing chemicals don’t need to be black.
Given that sunny places are generally hot, being blacked skinned gives a disadvantage vs white skin due to increased thermal absorption.

Why has evolution not devised transparent UV-absorbing chemicals, as it would seem advantageous.
