it's an expected value, and even if it wasn't an average velocity of zero doesn't imply the average speed of a particle is zero. this is easily understood by touching base with boltzmann-maxwell distributions. a quick glance at the authors affiliation reveals they're not physicists. a deeper dive shows the last author is the PI

where we see several red flags regarding phd and master experience. i checked what programs might he have done in bonn for a phd, and their quantum optics program is an even bigger red flag.
basically, it's not a physics paper.
