What are some good books on how to approach the water crisis that is nearing, I'm looking for books about infrastructure, government policies, and engineering solutions that would help.

There is no water crisis in the same way as there is no oil crisis.
There are many ways to generate vast amounts of clean drinking water, but some are just more expensive than others.
If demand is higher than supply, then supply will increase in price. And if price is high enough to generate a profit from more expensive methods, then those method will automatically be employed.

I dont believe there are places with water problems. I just dont think its a real thing. I mean lets get real, we are talking about the middle east and north bharat. These places do have some water and agriculture, just not enough for their exploding populations.
What do people even expect? You have some arab farmer with a quota of euphrates water with 10 kids, and he just expect all his 10 kids will go open 10 new farms?
The solution to this problem has always been going to towns to engage in industry.

Solar powered desalination plants show a lot of promise and are being developed in places with water crises like Pakistan.

Palestine is also facing a severe water crisis. A solar powered desalination plant was built but the essential electronic components were seized by occupation forces for their alleged potential to be used for producing weaponry.

One Palestinian developed a passive solar still to address the crisis.

These are entirely solar powered and use the heat of the sun to distill water and produce sea salt as a byproduct.

Such stills can be built very cheaply in arid regions with saltwater access and the byproduct is marketable as well, sea salt commands a good price.

The ocean also provides an alternative source for lithium used in battery production, an industry mired in political conflict and exploitation.

Many of the problems with access to water are intentionally created by politicians to further their agenda. For example developers bribe politicians to approve massive housing projects without adequate water infrastructure. The infrastructure could be built, but they choose not to. California is famous for emptying their full water reservoirs then claiming there is a drought emergency, while giving huge amounts of water to select individuals who grow almonds and other products that require large amounts of water at very low prices, those products are sold making the owners even richer. Most of the good info is not in books, you need to spend a lot of time digging out the info.
