I think the main issue is that Spacex got way ahead of their flight cadence with hardware design. They're stuck trying to retro-fix design flaws on ships that were mostly built when the flight of a predecessor revealed that flaw.
V2 is a bungle for sure. It was meant to be a test bed for the heat shield and payload deployment, but ended up having its own problems that got in the way of those goals. The upside is that they can just keep doing it until it werks.

That's why this tax is specifically for increasingly the processing speed of regulators, most of whom aren't even in NASA. That NASA will cut science missions so it can continue to be a taxpayer slush fund for things that were cut when USAID was ended instead of cutting all that crap so the science missions can live is all you need to know about the agency. At this point it might be too damaged to recover. Move its actual government assigned responsibilities off to other agencies. Maybe something like JPL can be deep cleaned and become the smaller, successor agency in charge of the science missions, with rocketry over in USSF and the FAA.

At 100 LY you need a 500km telescope to image it at 100x100 pixel resolution--about the size of a small icon. That is a physical limit based on the wavelength of light.
The best we could do is build a space-based optical interferometer with two nodes 500 kilometers apart, but synchronized to 1 wavelength.

Concluding that life exists on a planet will be extremely hard, I would wager that it's completely imposible using distant obervations alone. All you can do is create a candidate selection of potentially inhabited planets which is slightly better than throwing probes out at complete random. Even then you would miss out a great many worlds with life and select a huge numbe of false positives.
In all liklihood we have the urvivorship bias of living on an EXTREMELY habitable planet which is infested from tip to bottm with life. Most inhabited planets will probably live their lives with much smaller organic populations and weaker biosignatures.
Then there is the challenge that an alien biosphere could be very different from Earth life. Under those circumstance you could land a probe on the planet and pick up a scoop of life, yet the results still be inconclusive.
Life is made up of the same material as the planet and relies on natural chemical processes, which is the big challenge. You can never prove it without a shadow of a doubt.

This is likely not true due to the presence of extremophiles. We've found bacteria in an asphalt lake. We've found things that breathe sulfur and eat pyrite 8000 feet down a mine. There may be lots of borderline planets, but who knows until people actually go and look.

Part of the problem was that these experiments were conducted in the late 70s on mars, and perchlorates werenโ€™t discovered until phoenix looked for them in like circa 2008. So letโ€™s call it 30 years of unexpected results, with no mechanism to disprove it. On top of that the lead science investigator for these experiments, Gilbert Levin, was a delusional hopium holdout warrior who immediately made up his mind that this was life and strong-armed it into the literature for thirty years.

You could honestly probably do a reverse skyhook station and catch starships coming back from lunar and martian orbit. Hardest part would be timing the hook to spin around and line up as the starship comes flying in, but this could probably be calculated pretty easily by fine-tuning the hook spin speed once the incoming spaceship gets within like fifteen mins of needing to be caught.
Ship comes flying in, catches hook, brakes slow the hook spinning down, so ship slows to manageable speed and cuts the energy requirements for a thermal protection system into a fraction of what would otherwise be needed

For items coming from Earth, going to Mars, it might make sense in certain cases where landing facilities on Mars are filled at the time. Of course the engine would be even better as a turbofan, but the dynamics of someone deactivating and aerodynamically sealing all that off to go to ramjet mode just proved way to unrealistic.
I mean, a ramjet isn't all that far from a rocket engine, conceptually. You basically just close the incoming end and start feeding in oxidizer.

So what about retractable wings? We already do it with fighter jets, for the most part. I know they only go as far in as a delta wing, but we could probably use that as the "out" configuration, and pull them in underneath to minimize tumbling during certain launch and reentry events.
