I think the main issue is that Spacex got way ahead of their flight cadence with hardware design. They're stuck trying to retro-fix design flaws on ships that were mostly built when the flight of a predecessor revealed that flaw.
V2 is a bungle for sure. It was meant to be a test bed for the heat shield and payload deployment, but ended up having its own problems that got in the way of those goals. The upside is that they can just keep doing it until it werks.

All you can do is create a candidate selection of potentially inhabited planets which is slightly better than throwing probes out at complete random. In all liklihood we have the urvivorship bias of living on an EXTREMELY habitable planet which is infested from tip to bottm with life. Most inhabited planets will probably live their lives with much smaller organic populations and weaker biosignatures.
Then there is the challenge that an alien biosphere could be very different from Earth life. Under those circumstance you could land a probe on the planet and pick up a scoop of life, yet the results still be inconclusive.
Life is made up of the same material as the planet and relies on natural chemical processes, which is the big challenge. You can never prove it without a shadow of a doubt.
