A few factors I think lend to America performing well in this capacity. For starters, culturally and socially America has always rewarded the pioneer, the risk taker, the entrepreneur. This is an integral aspect of its identity, so American society is poised from a cultural perspective to explore new frontiers so to speak. Anglo culture in general has always promoted exploration and risk taking, but given the founding mythos of America is one that is birthed from not just sailing across an ocean in search of new lands, but also then revolting against the status quo, this makes America at its core highly mythologize high risk high reward gambles. Plus, consider their massive population, in addition to their vast wealth. It creates a recipe for a scientific powerhouse that's willing to throw money at riskier research opportunities that have the potential to break new grounds.

The scientific center of the world pre-WWII was Europe, some things happened and the scientific center shifted to the US and has remained there. Why it has remained there is partly due to inertia, i.e. smart people go where there already institutions of smart people, but also due to the willingness to take risks like the other guy said.
