I need to know if there is any liquid that can act like pic related in theory.

Or at the very least if a liquid exist that could be under pressure from the ocean and remain liquid but inside it you would not feel the pressure of the ocean.

Non newtonian fluids still transmit pressure so no, so do all other liquids that is in fact the characteristic property of something that is in fluid state. You may want to look for solid materials for your idea.

This may help dampen underwater sound and explosions where there are peak dynamic pressure to reduce. It does nothing to static ones.
