Classical computers and Quantum computers can compute the same things. Quantum computers are just simply faster at solving certain classes of problems, such as integer factorization.

He (implicitly) argues that "If I have a quantum computer, then I will get a correct answer", which I guess is valid. He then goes on to argue "If I don't have a quantum computer, then I will not get a correct answer", which is fallacious. By "antecedent" I did not literally mean the previous statement in the image in OP.
