This is common sense since we showed the irrationality of sqrt of 2 and showed even more by Newton

That you can't understand (or deduce) the laws of physics from reason alone.

What is so hard to understand? Gauss came up with the concept of 3D space curvature. Euler had studied the curvature of 2D surfaces and calculated that inertial objects forced to move in that surface would follow geodesic paths

>space has a reality outside our mind
He is a realist about space in the sense that it exists independently of our minds. This would be opposed to an idealist position which would say space is not independent of the mind.
>whose laws cannot a priori completely prescribe.
Our minds cannot set the rules down for space using reason alone. Presumably, we need to supplement it with sensory data.

No he is saying the exact opposite that the brain can not even conceive of space on its own, it has to experience it to come up with a posteriori explanations.
