If I recall correctly they are experiencing shorelines moving inland. It's just they're doing some projects to mitigate it.

The entire dutch coastline is dykes or dunes, so no it doesn't move inland. Half the country is already below sealevel so really who cares if the sea level rises.

Dutch care, seawalls and other flood prevention systems get more expensive the higher you have to build them and each is only designed for certain maximum level, if sea levels rise then the chances of a flood prevention system failing go up which sucks for people who live below sea level which as you point out is pretty much half the country.
