Hello, a couple weeks ago I saw this post and I've been thinking about it since. Turns out it's hex -> binary -> ceasar cipher with shift by 5 for OPQRS and 6 for every other letter -> base64 -> and another QR code which leads to picrel. Any ideas on how to proceed from here? Is picrel the end? If the creator is here, do you have any hints?
What I managed to figure out for now is that the image contains another JPEG in its metadata, it's just a slightly larger version of what you can already see. I tried running outguess, checking bit planes and the only thing that led to some progress is changing the image's height with a hex editor, it seems that some data is hidden in there.
