We don't; universal physical constant is an assumption. This is one of the key underlying reason why cosmology can never be a science at a fundemental level no matter what era.
For all we know "stars" and "galaxies"..etc. out there are not what we think they are but something a lot smaller and a lot closer. Our current assumptions of these things are all based on the axiom that physics as we know here on Earth is the same out there.
But nobody bounced a basketball outside the solar system, so who the hell really knows.

Well that's much more interesting, you should have worded it like that. But uh yeah we can't reach other galaxies so at best we can try to infer if their behavior suggests so. This would probably collide heavily with the Hubble constant and CMB though.
