It's completely true. The Germans made it popular first with the MP40 which the soviets noticed and copied for their next subgun design, the PPS-43 and after that the AK rifle.

The point being that the RDB system is longer but does not provide the same reliability benefit against short stroking as does just a long bolt throw.

The AR-15 stroke length is not determined by buffer length but by the gas key. That's why Jim Sullivan designed a bolt carrier for Surefire with a smaller gas key to allow a longer bolt throw.
If Stoner had designed the AR with a longer bolt throw to begin with they wouldn't have had half as many problems due to poor gassing in Vietnam.
