Rule of thumb:
>Always level a blue doll to 15 and then exchange it for a purple doll, it transfers the EXP aquired on the blue doll to the purple one so it will start at level 5.
>Use blue kits on blue dolls and save the purple/gold ones for purple dolls

There are two tiers of dolls, blue and purple/R and SR with SR having higher stats than R but having much worse super success chances.
Anytime you spend kits to upgrade a doll, you have a certain chance to get a super success, based on the current level/rarity of the doll, which will automatically jump you to the next level "tier" of doll (5, 10, or 15). At any point you can swap a blue doll into a purple doll and it will carry over all of the EXP the blue doll acquired. You only want to do this when the blue doll is level 15 because it's a lot easier to get super successes and get higher levels = more total EXP transferred.

Maintenance kits and dolls are pretty valuable so focus them into your campaign Burst IIIs and then the rest of your campaign team first. In terms of gameplay efficiency you should only really be trying to SR 15 super meta units or for treasures. Otherwise just get them to R 15 and leave them there until you know what you're doing. It's a pretty huge time gate and investment after that, purple and gold kits pool very slowly.
