The reason why you see so many brazilians as outsourced labor in AAA games is because paying brazilians a respectable wage is dirt cheap compared to being a brazilian company and doing the same or paying first worlders. Living on american minimum wage here would turn you into a middle class king.

There ARE brazilian games that are decent (recently some really good ones were Pipistrello, Mullet Madjack and Unsighted) but they're usually made by middle class guys with enough time and money to do it, and they don't get a cent while developing. There are no "video game studios" in brazil that give you *any* pay because no one fucking gets paid for videogames in brazil and the government couldn't care less because it's not gambling, crimes or farming.

Brazil is stuck in the eternal third world trap that a lot of countries fall into, where they want to become a first world country by transitioning into a mostly service economy BUT they refuse to elevate their population to the standards that would let them do so or invest into any of the industries that could lead them into higher economical growth, meaning we stay shithole status forever. Also corruption. The druglords and politicians walk hand in hand which is why crime stays as it is. And people are too focused on culture war garbage and "LEFT VS RIGHT" to even think about it.

So yeah. Basically it's hard to be a gamedev when no one earns money from videogames and paying your bills is hard.
