The fans.
The original trilogy produced two groups of fans: those that liked Star Wars for its space adventure, friendship, western gunslinger/eastern samurai vibes, the buddhist concept of the force, etc etc etc - and those that liked laser swords and boom zooms.
The second group massively outnumbered the first group even in the 80s and 90s. They flooded star wars magazines and forums were retarded wish fulfillment desires (We wanna aee Yoda fight with a lightsaber! We wanna see the clone wars! We wanna see trained Jedi fight! We wanna see Stormtroopers fighting more!). Lucas was aware of this extremely vocal group when he was making the prequels and mistakenly believed that just because fans want something doesn't mean you should give it to them.
Of course these were all terrible ideas but it's what the majority of stat wars fans wanted and still want, they just don't realize how lame and uninteresting all of that zoom boom nonsense is. George is still to blame for being too soft hearted and giving them what they said they wanted, but ultimately the shittification of the franchise rests solely with the fans of it.
