It's called astroturfing, it's a common propaganda tactic to entice the "sheep mentality" that most people have in them. None of that shit is real, most of the time they are literally bots with the sole mission of converting people with the side objective of reinforcing the beliefs of the few who support them.

You are correct most people won't follow through with these threats but they also aren't going to willingly go out and talk in support of a potential draft.
