I would absolutely level reception room to 3. If you have a level 1 reception room you are just a soulless friendless chud, and nobody likes that.
The upgraded office is more meh. If you keep it at level 1, just stay on top of recruitments or else 2 at a time will be a bit slow. You also can't do the daily recruitment missions in one go without red permits (it's 3). If you are hoping to use Rosmontis or the Sui's in your base, their net production will not be as good. There used to be a cost on recruitment and you could save a couple million LMD with it. Ultimately pretty tame downsides you can circumvent or ignore. Honestly the office upgrade needs a buff or for them to let us reverse it.
Strat you can do
>Keep the office at level 1
>build 2 TP's and have one of them be level 2 and throw Proviso in it (she's very efficient in a level 2 TP due to her skill)
and now you have some extra power, you can have 5 factories and upgrade some of them to level 3.
