214(QCB) is the most logical answer when you take into account that Capcom first priority is Modern compatibility and that the light & medium versions of Tiger Nexus can't combo into Nova Tiger(the launcher).
Basically 214 allows Modern to take advantage of the entire moves strategic depth without losing special moves anywhere else. If Tiger Nexus was placed on 236K(QCF) it would conflict with Tiger shot on 236P leading to Modern losing something which goes against Capcom primary design goal:
>5 + SP = Tiger shot
>6 + SP = Tiger uppercut
>4 + SP = Tiger nexus
>2 + SP = Tiger Knee (medium)
>1 + SP = Tiger Knee (light)
>3 + SP = Tiger Knee (heavy)
>236 = Tiger shot
>214 = Tiger Nexus
>623 = Tiger Upper cut
>No command in Modern = Tiger Knee

Has anyone noticed that Sagat's four classic specials overlap with one another? Tiger upper and Tiger knee both use dp motion and Tiger high & low shot both use qcf.
This has never been an issue or anything but now that Modern exist won't this pose a big problem? Modern for example can't distinguish between qcf+p vs qcf+k so how will Nakayama and Woshige manage to fill all of Sagat's fireballs variants into Modern???
