Should just put them to work. Think of all the volunteer jobs that councils and companies refuse to pay for like cleaning graffiti. If you're paying people unemployment benefit, why not get them to do those jobs?
If you can't find work elsewhere, then you work for the local council and do those basic maintenance things that they have been avoiding. Have benniemongs hunt for potholes and mark their location.
