Rio functionally does not have enough people bullying her, that's the entire reason Himari decided to be the one that has to constantly correct Rio for her stupid mistakes. If no one corrected her she constantly wanders off with the wrong idea, never cared about other people's feelings, or is incredibly rude. Himari is the one that exists to force Rio to be a little less autistic occasionally

Himari was the one who had to tell Rio that abandoning Toki after her plans fell apart was probably a bad thing to do, Rio never once even though it might be wrong before that.

Rio does better if shes surrounded by people that realize she's slightly retarded
